Add RFC: Decklink device management

Description

This RFC outlines some changes we should make to the DeckLink plugin so we can improve the UI and user experience in a later project.

Motivation and Context

Configuring DeckLink devices is easy to mess up and can be confusion if you don't keep track of every source and output.
