My hotkeys are not working since the 28.0.0 update

Expected Behavior
I wanted my hotkeys to work. I use my mouse to start recording and the letter v to stop. I use Alt Gr to mute.
Current Behavior
None of my hotkeys work since the 28.0.0 update. Mouse 5 button never records, V never stops and Alt Gr does not mute unless the main focus of my PC is on OBS. Before the update my mapping did work. The advanced tab for Hotkeys is set to Never Disable Hotkeys.

It does not work in the 28.0.2 update either.
I cannot reproduce this on OBS Studio 28.0.2. Mouse Button 5 and V work fine for me, whether or not OBS is in focus. I am using a standard US QWERTY keyboard with an en-US locale.
This is a user problem, please set Hotkey Focus Behaviour to never disable, on OBS advanced settings.
@Kobi-Blade this was already covered in the support channels prior to posting this issue.
We've done some further testing, and cannot seem to replicate the issue. Given that it seems all input hotkeys, and not just keyboard (you mentioned mouse 5), are not working we suspect this might be some kind of configuration inconsistency or applications not running in the same (admin/non-admin) contexts.
Can you please test in OBS 29.0.2, with no other applications running to see if this is still happening?
