Expected Behavior

When Monitoring and output is enabled for a device, it should stay enabled even when the devices it reconnected, the mac is closed or OBS is restarted

Current Behavior

Even though Monitoring and output is enabled for a device, when the device is replugged, the mac locked or restarted, or you restart OBS, there is no Sound. The Solution is to turn off monitoring and turn it back on.

Steps to Reproduce

1. Connect a Device (in my case a NZXT Capture Card)
2. Enable Monitoring and output
3. restart obs, lock the mac or reconnect the capture card
4. try to play sound through the capture card, you will notice no sound
5. turn monitor off and then back to monitor and output.
