Create newer release of Vault

On this page, it suggests downloading the Vault locally, but when I go to that link, the last release is from Nov 9, 2021. Luckily, I noticed this before downloading.

I have no issues with grabbing the newest version via git clone, but even so, a newer release should be done to prevent people from downloading an out-of-date Vault.

Hi, I found this Vault today and noticed the same issue just before downloading it.

This repository already uses some GitHub Actions so how about adding a new Action to automate tagging and release, for example, for each new commit or PR merge?
