Customize keyboard shortcuts

Is your feature request related to a problem? Please describe. There are several shortcuts that don't work with my keyboard layout (es_ES, Command-Slash is done with CommandShift7, which is already used by opening the Help menu in a macOS app) and others I already use for other global apps (Control-Space for Alfred).

I am also unable to use the Ctrl + / shortcut to comment/uncomment blocks of code, which is super frustrating. The ability to customise shortcuts would be greatly appreciated.

Note: all the shortcuts were working perfectly for me with the former version of Observable. The problem appeared with Observable Next.

The lack of this feature will ultimately be a show stopper for me and my teams. Advanced modern coders use keyboard shortcuts, just sayin' :-)
