Added arguments to shortcut's target path.

Thanks for the wonderful script. While I was testing this script out on Windows 8, I noticed that the shortcut saved with the command and the arguments all in the same double quotes. Therefore, when trying to run the shortcut, it wouldn't work since it assumed everything in quotes was a single command.

After modifying this to the changes listed in the pull request, the shortcut saved and worked fine thereafter.

Any feedback with regards to whether it applies to other OSes would be greatly appreciated.
