Create an export of human-readable SWRL rules

RO has many SWRL rules. These are only visible in Protege if you go to Views and select Rules:

Note most of the rules are annotated

The rules don't show up in browsers like OntoBee https://github.com/OntoZoo/ontobee/issues/142

These are critical for getting a deeper understanding of RO, yet they are hard even for experts to find.

We should have as part of the release process generation of human-readable forms of the rules (like the Protege tab) with the annotations written next to them

We should also describe this on the wiki
