This commit intends to add a new phenotype pattern template draft for community review.

If applied, this commit will fix #891.

I do not think it is a good idea to include the time course in the PATO definitions.

Discussed on the UPheno call 10/20 Need a PATO ticket on the distinction between swollen and dilated Unclear which is more appropriate to use at the subcellular level For anatomical entities we probably want both swollen and dilated but the distinction needs to be clear.
