Initiate pattern review process with HPO

I propose the establishment of a workgroup between @rays22 and @LCCarmody for the purpose of reviewing HPO. This is how I envision this to work:

1. We match pattern by pattern in an ongoing fashion (this is now standard in ODK and I already have implemented this today for HPO)
2. We copy 5 patterns at once in a Google Sheet and have @LCCarmody review it
3. Once reviewed, we use the "pattern merge workflow" to factor the updated definitions in hpo-edit.owl (remember, we are not using dosdp patterns directly in HPO)
4. We keep a new directory "src/patterns/data/reviewed" where we copy all of the matched patterns after review is finished
5. We keep matching-updating reviewed patterns so that changes can be monitored by @LCCarmody over time

Steps to get started:

• [ ] Set up a weekly call with @LCCarmody to discuss findings
