Add terms for Inner & outer cortex of thyroid cartilage

Add new uberon terms for:

inner cortex of thyroid cartilage outer cortex of thyroid cartilage

both terms should be part of 'thyroid cartilage'

Use the following criteria and references in the definitions.

Outer region: Contains denser hyaline cartilage with a higher collagen matrix density, providing structural rigidity26. Serves as the attachment site for extrinsic muscles (e.g., sternothyroid, thyrohyoid) via the oblique line on the external surface23.

Inner region: Less mineralized, with a higher proportion of chondrocytes and proteoglycans for flexibility6. Directly supports the vocal ligaments and thyroarytenoid muscles210.

(This is a rewrite of #3459 & #3460 for AI driven addition. These tickets should be closed once this is implemented)
