Remove oio:id from Uberon and CL

oio:id is inserted automatically by the OWL API OBO parser. I thought about dropping this in my open PR, but didn't want to go changing behavior arbitrarily.

• @shawntanzk - It should definitely be treated as deprecated. It should never be relied on as can be derived. I would love for it to be removed from the OWL-API OBO parser. Anyone who relies on it should have to fix their pipeline.

I've already removed it from all our pipelines, just thought I'd also report it back to source too :)
