Set up raptor data types and structure

The types used by the raptor encoder/decoder need to be set up, along with the basic functions

It is hard actually. So much time that I forgot. Mostly this issue was about general design and architecture. To evaluate if is better to delete issue in favor of more specific, and reasonable, ones.

It is up to you. My very rough guess would be that maybe you wanted to do some additional checks of the raptor10 structure's content after initialisation, but then again I wouldn't be sure what exactly is missing → when to close it as finished.
