Added RubixML backend

A common question we get in our Telegram channel is how to use ML for stock prediction. There is the hope to add time series to RubixML in the future but for the time being, the cumulative moving average in this project is a great example.

This PR also made the code up-to-date with recent changes in the dependencies.
