Feature request: Expose chrome docker-run arguments as configurable parameters

There are a number of flags I want to experiment with to improve build times, but the flags to docker run aren't currently configurable from loki.

I would want to change things like memory usage, cpu etc. and see how they can affect local and CI test run times.
