The app attempts to make the connection, that gets routed by the OS thru LuLu, who sees the rule and blocks it - closing out the connection. So I think this is all working as expected? (As the Network Monitor is showing "Closed" for both connections). If you are seeing connection going through and connecting to the remote endpoint (state: established), please let me know!
