Feature Request: Passive Block Mode for Non-Explicitly Allowed Traffic

It would make sense to let the passive mode block new connections instead of allowing them. Only allowing anything there is an explicit rule for.

This mode will benefit users seeking minimal interruptions and enhanced privacy control.
