Upgrade failed - Failed to activate extension

I quit Lulu, copied over the newest version then when running, executing is blocked by GateKeeper. Opening system preferences then using "Run Anyway", still get the same message. Ctrl + Open, same error. So I run xattr -rd com.apple.quarantine /Applications/LuLu.app the the error first appeared.
I tried different older versions all with the same error. I then show package contents then run uninstaller and restarted. After restart, I run brew install lulu from terminal. Restart then open Lulu. It now shows a welcome splash, I click Next and in stead of network extension approval, I get the same error as before. Please help. MacOS 11.6.7
