LuLu not blocking dns.google and not alerting

Fresh install of LuLu 2.5.0, macOS 13.6 M2.

BitWarden uses DoH to google, instead of using the system resolver. I have tried to block this with LuLu. This block does not work.

I am positive I have it configured correctly because BitWarden refuses to start up if it doesn't have Internet connectivity to the BitWarden servers. So when I set LuLu to block any/any, BitWarden does fail to start up.

In the first case, the rule isn't taking effect, so I don't expect an alert. In the second case, when I can verify from the app's mis-operation that the rule is taking effect, LuLu isn't giving me any alerts.

I have further verified that the path of the app for which I applied the block rule is /Applications/Bitwarden.app/Contents/Frameworks/Bitwarden Helper.app/Contents/MacOS/Bitwarden Helper, matching the path of the app shown in NetIQuette. However I didn't really need to manually verify that since I can see that the block any/any rule works correctly (sans alert).

I understand that the NetworkExtension framework is buggy but this seems quite bad? And why no alert for any/any?
