2.0: LuLu dialogs are not showing up on top of apps

I reproed this trying to install Spotify, and the installer was stuck trying to connect, but the Lulu notification was actually pending in the background. They used to pop up on top of other apps prior to the 2.0 update. The same issue seems to be reproing with BlockBlock

I think part of the issue may be other apps being raised (follows mouse?) over the LuLu popup. Would be nice to have the option of having the menu bar icon and the task bar icon have a persistent alert until the popup is acknowledged.
