concentration specification

As discussed during the workshop (AR and BP), we want to have a relation 'is_quality_specification_of' that links the information on what e.g. the concentration of a material in a buffer should be according to its protocol to the quality of that material. In addition to the relation, it seems reasonable to introduce an 'quantitative information about a quality' class with part numeral and part label (10 cm, ...) , which could be both 'measurement datum' and 'specification'.

As this touches upon many things, it was taken out of the release paper.
