As discussed in issue https://github.com/obi-ontology/obi/issues/1556 This PR

imports regulatory_region from SO and makes it the target entity of 'FAIRE-seq assay'.
Changes parent of 'FAIRE-seq assay' to 'sequencing assay'.
makes primary structure of DNA macromolecule the target entity of 'DNA sequencing assay'.
