Initial structure of metadata-importer plugin

This is the initial structure of the metadata importer plugin.

There are some things that need to be sorted out before merging, such as:

• Remove network module: This is from an old plugin but the recent versions of eddy have built-in networking support.
• Add widget for presenting the list of entity annotations.
• Perform a first connection with the metadata API stub.
