print toolchain msg

It would be nice if Bazel were to print a message indicating which OBazl toolchain was used for a build. Currently the INFO etc. output is the same for all toolchains. But at least when testing, where one would build with any of the toolchains, it would be helpful to see, at the end, which toolchain was used.
