Solution

This PR is build upon https://github.com/oasisprotocol/oasis-wallet-web/pull/1739, https://github.com/oasisprotocol/oasis-wallet-web/pull/1784 and https://github.com/oasisprotocol/oasis-wallet-web/pull/1769. It adds additional steps, for user to choose either USB or BLE Ledger device. BLE Ledger device is currently only enabled and supported on mobile devices(through Ionic), this may be subject to change in the future.
