[NotABug] What is the relation between this and the new macos app PANO-APP?

In the first place, I am a user of the gnome extension, but the other day I searched for PANO in DuckDuckGo, and I found this: https://pano-app.io/, a close-source app in beta for macOS that seems to be a gnome-shell-pano copy. Is there any explanation for this?

The app's website says "made with love in berlin" while the dev of this extension is from turkey

gnome-shell-pano has a GPL license. Doesn't that mean pano-app is Illegal because is close source?
