Enhance DAYS_TO_SEND_ON_STARTUP documentation

The documentation is not clearly explains the DAYS_TO_SEND_ON_STARTUP 0 default value effect on events that occurred when the ovirt-engine-notifier service is down.

The default 0 value implies that all events occurred between ovirt-engine-notifier stop and ovirt-engine-notifier start will be ignored by the notifier. The customer is asked to configure this value to match his preferences.
