Add Fedora 39 to the containers folder

Containers in https://github.com/oVirt/ovirt-imageio/tree/master/containers do not include a Fedora-39 containerfile.

We could benefit from having Fedora39 container in our pipelines, to have the project tested with more recent libraries.

We need:

• New containerfile that builds and install project requirements for Fedora-39 (see fedora-38 example file)
• Update CI files to run CI tests with fedora-39 (should work after a maintainer pushes the container to its repository)
