[4.5.0.8] Hibernated VM with NUMA resize and pin policy can be resumed on any host

Normally, when VM with NUMA resize and pin policy is started it cannot be migrated onto a host that does not satisfy VM's current CPU pinning and NUMA constraints. However, when such VM is hibernated, engine tries to resume it on arbitrary host without taking constraints into account.
