generate changes in CHANGES.adoc of go-ovirt repo

Former implementation with Travis was generating also the relevant CHANGES.adoc entries for the go-ovirt repo, now that we moved to git actions we should auto-generate those entries as before

@emesika we should consider what the release strategy for this code should be. Semver would be nice, but I'm not sure we can stick to it. Right now, let's focus on go-ovirt-client and once that is complete we can think of overhauling this library.
