[DOCS] Procedural Prefabs docs are missing

Describe the issue briefly

No public documentation exists for procedural prefabs. Feature contributors wrote internal docs but they do not seem to have been published.

Does this work have an engineering dependency? What is it?

No. Procedural prefabs is in dev (believe they also made the 2205 release).
