[SITE][FEATURE] Revise website's information architecture to improve user experience

Describe the feature you'd like available on the website

Based on user studies where the user must find a documentation on the website, the following friction points were found:

• To find tutorials, users look to the corresponding section in the User Guide, not the Learning Guide.
• Users expect to find information on programming in a high-level Programming Guide. The User Guide is their last choice.
• When asked to "Extend the Editor", users first choice is the Tools UI, because of the keyword "tools". However the Tools UI only covers the front-end. What they are really looking for is the Programming Guide, which again is hidden in the User Guide.
