Add report_visibility_arc to Almanac

Add a new Almanac function that builds the AERR-dot report at once. It would start by running the event finder on the elevation with terrain mask, and then build the full AERR-dot at the desired step for all comms passes. This should be faster than using the report scalars function because a single AER function call is needed instead of one per scalar (i.e. four).
