How to switch off a 5G or LTE eNb?

For an Energy Efficient BSs, Cell switching off (CSO) strategy is being proposed in the literature. For example, in a light traffic region, we can switch off the base stations and can save energy. Is it possible to implement that in the current ns3-mmwave version? If we want to develop that, how to proceed?

Can we implement this? Also, is there any way to switch off a particular antenna element where the UE is not present?
