tooltip bug

I'm having a problem where a tooltip takes about 2-3 seconds before the tooltip appears on first hover so a user who hovers for the first time isn't aware that hovering will actually do something. After the first tooltip appears, then the rest appear within half a second which is nice.

Is this intended? Can I change this? I use kibana 6.2.4

Seems like it's the same issue as #61, am I mistaken ?

@ogdabou No it's a little different. I'm using the treemap visual, and it seems to have no problem appearing, but it just takes a couple seconds to first appear.
