Add API to nym-api for querying network-requester

Expose a nice API in the nym-api that the Network Explorer, nym-connect, etc, can use instead of manually querying the endpoint

The service directory that nym-api uses to get its data can still be the "https://nymtech.net/.wellknown/connect/service-providers.json" endpoint for now
