Distance optimization should be reduced from 5000M to 500M

Changing distance optimization from 5km down to 500M leads to 50% increase in download speed in East Village and Chinatown tests. We should make default 500 not 5000

@bhny This should be pretty easy to change in the new version. We can update this in one of the follow up version
