Please add support tag=0x00 for Streamguard CAS

Please update cw_decrypt_ex to support tag=0x00 for Streamguard Version 3.0 CAS.

I have added the 1st through 3rd bytes of CW together and it doesn’t equal to 4th byte of CW, hence the CW is clearly encrypted.
