Could not connect to psc-ide-server message

Recently I had an issue that prevented atom from connecting to the psc-ide-server. The issue was entirely my box and environmental, but it would have been nice if ide-purescript published an error message. Something like

Could not connect to psc-ide-server. Builds will work but many features will not be usable. Error message: getaddrinfo ENOTFOUND localhost undefined:15358

This would have helped me recognize the problem and would have made the issue more noisy. #133

Thanks for raising, things have oscillated between lots of error popups and nothing much, I've concentrated more on making sure pertinent info is logged to the console, definitely should try and make sure there's a reasonable level of notification
