NWjs 0.99.0 doesn't work on Windows Server 2016

Hey, we've pared down our application to basically nothing and we're trying to run it on Windows Server 2016. I know that it's end-of-life'd but some people are still running it. Anyone know why 0.99.0 doesn't work on Windows 2016 but 0.98.0 does?
