Add nodechangelog command

This PR adds a nodechangelog command, using the module's ChangeLog API.

Added the docs + updated the EoL message to be a bit more correct in this situation.

Adding the command to package.json is a helpful thing to have. Also wanted to make sure to include node in the command's name for clarity, so the docs have been updated accordingly 😅
