adm1 Bahrain abolished Central Governorate, territory split between 3 other governorates

In 2014, Bahrain abolished Al Wusta (Central) Governorate, represented in ne_10m_admin_1_states_provinces as adm1_code = BHR-4928, name = 'Al Wusta', iso_3166_2 = 'BH-16'. In 2015 ISO 3166 eliminated the subdivision code for it as well (https://www.iso.org/obp/ui/#iso:code:3166:BH).

The territory for it was divided between the Capital (BH-13), Northern (BH-17), and Southern (BH-14), and governorates (see http://www.statoids.com/ubh.html).
