adm1 Yemen missing Socotra subdivision

In ne_10m_admin_1_states_provinces, Socotra isn't separated out as its own subdivision.

As far as I can tell, ISO 3166-2 is supposed to correspond to the Socotra archipelago, which was split off a few years ago from Hadramawt (adm1_code = YEM-3497) to be its own subdivision.

The minor islands dataset has it as a separate row and indicate that it's Socotra but still as part of YEM-3497.

(I don't think GADM shows the YE-SU subdivision at all, so they didn't look promising as a source of more information for this. But if the governorate is just the archipelago, it might be possible to split out YE-SU without a lot of difficulty, I hope.)
