admin1 Czechia has stale ISO 3166-2 codes (states/provinces, 10m)

On 15 Nov 2016, the ISO 3166-2 codes for Czechia were replaced by ISO.

What they should be in ne_10m_admin_1_states_provinces:

I should add that as far as I'm aware, there were no territorial changes associated with the ISO code changes; they just went from using letters to using numbers for the subdivisions of CZ.

(They did drop some of the lower-level subdivisions of the subdivisions, but Natural Earth wasn't using those anyway.)
