Some things are more important than code.
Russians are being subjected to a campaign of lies by their own official media, meaning that, while thousands of Russians have died, and continue to die, in the ongoing invasion of Ukraine, their compatriots are neither being told about their deaths nor even what they died for.
Anyone who loves Russia should be concerned about this. The sudden censoring of Twitter and Facebook to prevent the truth from coming out mean Russians must find other ways to inform themselves. Please, learn and spread the truth. Start here, continue here. Fight for truth.

While I tend to agree, because I like to think that open source and development in general is a nice little well-structured and logical oasis from the rest of the world, I'm hesitant. if the people of russia feel this desperate that they need to use a random open source library issues page, should we stop it? I understand the myriad of implications to allowing it (spam, the appearance of taking a side), but if it saves even a single life, is it a moral obligation?

I think your points are valid, but I still think that there's a time and a place for talking and informing people about events that are happening around the world.
I also feel that it isn't very effective to talk about a topic completely different then what the site is made for. There are great places where people can discuss and inform people about current topics (social media as an example), and there are places where people come to just work and do something for fun.
Bad Analogy: It's kind of like teaching a farmer how to drive a train- sure it might be useful and good knowledge but it's completely irrelevant to what the farmer is trying to do and what it needs to do.
I agree that if it saves even a single life, then yeah it's fine, but I find it hard to believe that anyone who saw this issue donated or did anything to stop the crisis happening in Ukraine (which is evident by the dislikes on the issue). It's just not the place, and I don't think that people will get pushed to donate or do something by this.
From my experience, the more someone gets told something, the more they get annoyed at that thing and they start to listen less seriously to it and dismiss it.
But who knows, I might be wrong- what do you think?
