aria-live announcing twice in Chrome 74 depending on parent element (various other differences)

Chrome causing NVDA to announce aria-live 2x.

Actual behavior:

Elements with aria-live are announced 2x when using Chrome if they are heading elements or the target element of aria-labelledby or aria-describedby

Expected behavior:

Announce 1x.
