Nothing is reported when hovering over minimize, maximize or close buttons with mouse in Chrome or Edge

Steps to reproduce:

Ensure mouse tracking is enabled. Open Chrome (or Edge) Hover the mouse over the minimize, restore/maximize or close buttons in the top right of the screen

Actual behavior:

NVDA does not report anything.

Expected behavior:

NVDA should report these buttons for users.

NVDA 2023.1 installed

Windows version:

Windows 11 (64-bit) Version: 22H2, Build: 22621.1702

Name and version of other software in use when reproducing the issue:

Chrome Version: 113.0.5672.93

Microsoft Edge, Version: 113.0.1774.42

Does the issue still occur after restarting your computer?

Have you tried any other versions of NVDA? If so, please report their behaviors.

If NVDA add-ons are disabled, is your problem still occurring?

This is not reproducible in Edge 124, but I can still reproduce it in Chrome 126 Canary. cc: @aleventhal
