NVDA does not offer an expansion for abbr elements

Steps to reproduce:

  1. Go to https://thepaciellogroup.github.io/AT-browser-tests/test-files/abbr.html
  2. Read the abbr elements.

Actual behavior:

Notice no expansion offered or indicated.

Expected behavior:

Offer abbreviation expansion to convey at minimum title attribute values if provided on abbr elements like JAWS does when abbreviation expansion is enabled in its settings.

Windows version:

@doyBrian Use the report navigator object command (default gestures -> NVDA+numpad5 or NVDA+shift+o) To get the expansion. Possibly related to #3566

Using the report browser's object command is not at all user-friendly for an impaired user, starting with the fact that they don't know whether an abbreviation is present or not. NVDA might as well render the content of the abbreviation directly, if it's available.
