[Starters] Create a `.starters/readme`

The simpliest page so people can easily start with a configured Docus with a content/index.md that could look like a readme with TOC

We may want to remove the logo and use only a title for it and only use the GitHub link by default.

I can be a separate repo or directly something inside Docus repo like I did on Content Wind.

I don't understand this task. Mind elaborate it? What is readme in starters? How do I run it? What's it's purpose?
