when chinese in url only get utf8 encode

i need chinese url like

<url>
  <loc>https://www.***.com.hk/中文-URL</loc>
    <lastmod>2021-06-25T14:41:43.215Z</lastmod>
  <changefreq>daily</changefreq>
</url>

but i can only get this

<url>
  <loc>https://www.***.com.hk/%E4%B8%AD%E6%96%87-URL</loc>
    <lastmod>2021-06-25T14:41:43.215Z</lastmod>
  <changefreq>daily</changefreq>
</url>

sure they are the same in use, but customer need the first one ,how can i do for that
