Add permission to only view current users API authorizations

This will add a permission under Management called "API Authorization only for current user". This will limit management of API Authorization tokens to the current users tokens. Admin can still manage. Them all.

This is a useful feature!!, could you please make this PR against 3.2 branch?. master and current release branches are locked for new features, so they must be place in current development branch (ie. 3.2).

Just faced today the issue giving API access to a user, he could see and edit all the API access for all users, so this feature is critical if you want your users to configure themselves any browser addon.
